New London Adopts IndigoVision’s IP Video for Homeland Security
The CCTV system, designed and installed by IndigoVision’s local partner New England Communications Systems, covers an area of 10 km2 and uses a wireless IP network based on Motorola’s Canopy system. ‘Control Center’, IndigoVision’s enterprise video and alarm management software, allows CCTV operators to view live and recorded video from any of the remote cameras. The flexibility of the IP Video technology means that any component in the system can be located at any point on the network – this provides a scalable and redundant solution. The New London system has exploited this flexibility by locating ‘Control Center’ workstations around the town and waterfront, creating three independent control rooms all with the ability to view live or recorded video from any camera. Recording is achieved using IndigoVision’s Network Video Recorders (NVRs) which are again distributed around the network to minimize bandwidth use and provide a fault tolerant recording solution with automatic backup in the event of an NVR failure.
Commenting on the flexibility of the IP Video system, Captain Edwards of New London Police said “Last July we hosted the East Coast’s largest fireworks display with over 200,000 people attending. We set up a temporary command center at the Fire HQ using the ‘Control Center’ software on a laptop, with the video feeds projected onto a large screen. This simple set up worked very well and helped us to monitor the event locally.”
Each camera is connected to an IndigoVision 8000 transmitter/receiver module. The 8000 converts the camera signal to high-quality digital video for transmission over the wireless network. IndigoVision’s advanced compression technology ensures minimum bandwidth usage and helps maximize the available NVR storage.
There are currently plans to extend the system further to cover more of the waterfront and to share the video feeds with other agencies. As the system is based on a wireless IP network adding additional remote cameras and ‘Control Center’ workstations is simple and cost-effective due to the scalability of the overall solution implemented at New London.

New at Traffex: smart number plate reading system
DMAS is a flexible and scalable smart camera based system that provides Vehicle Registration Number (VRN) data for a range of traffic management, access control and security applications.
This new web-hosted system uses specialist equipment from Smart CCTV including illumination, digital camera, communications, image acquisition and processing power, linked to an integrated Morse application platform. A number of specific versions of the product are available to suit different applications.
Number plate data from passing vehicles is captured and analysed by a powerful, yet low wattage infra-red camera using onboard Optical Character Recognition (OCR) software, then transmitted to a database via cables or GPRS/G3 mobile telephony.
In Access Control situations, DMAS can be pre-set with vehicle number plate information and can give near real-time alerts to raise a barrier, for example, and to send email or SMS text messages.
The DMAS camera has onboard memory for holding "White" and "Black" lists and could be linked to an existing control system. The camera also has trigger in and outs, which can be used to activate it, for barrier activation, or to let certain pre-approved visitors in as they drive up to a barrier. Processing can be done in the unit, or on the central server.
Traffic management applications for DMAS include:
Car park management: How many cars have been parked for longer than x minutes? How does this vary by time and day of the week?
Keeping track of where vehicles are: at multi-site car franchises; or at airports car parks.
Journey time analysis: how long does it take the average vehicle to get from point A to point B and how does this vary over time?
Traffic surveys: How many cars enter a town on road A and exit on road B?
De-Moorage: How long has it taken to turn a certain vehicle around at a logistics hub or specific delivery site? How long does that compare with the average?
Car shopping: Identifying vehicles which cruise around car parks whose occupants are looking for specific types of car, that are then stolen to order.
Sector speed control: on large commercial and academic sites.
Individual users can access and analyse the data using a customisable Web front-end on any system with Internet access and the required authorisation. Data can be viewed on screen as both numerical and graphical data (e.g. traffic flow, road usage, etc); or downloaded into a spreadsheet for further manipulation.
DMAS is normally a managed and hosted service to ensure a very robust IT environment with a high Service Level Agreements and availability. If the end-user has a suitable computing environment the DMAS software can be installed onto their own system.

IntelliVid Initiates Proof-of-Value Video Analytics Program for Retailers
CAMBRIDGE - IntelliVid Corporation today announced its Proof-of-Value Program, created to benchmark the effectiveness of video analytics systems in the retail industry.

Thus, the real cost of total losses is actually significantly higher than $37.4 billion.

Inventor's smart CCTV wins grant
The new technology which aims to make security more efficient and effective is being developed by a Glasgow man.
Douglas Macdonald, 38, has received a £50,000 Smart Award from the Scottish Executive to develop the intelligent video surveillance system.
Mr Macdonald said the cameras could predict what someone might do next.
He explained his idea: "I have a concept to use computer vision to interpret human behaviour and what people are likely to do next.
Suspicious behaviour
"It is about learning modus operandi.
"Cameras are trying to help, they can identify people that have characteristics relating to suspicious behaviour, people we can't be sure about.
"It can catch your attention and it is down to a human to make the decision."
"It means businesses can use their security resources more effectively."
Mr Macdonald, who has a PhD in Astrophysics, expects a prototype to be available within a year.
He expects the smart camera product to be available to the market within three years.

ioimage Chosen to Enhance Perimeter Security for Four New York and New Jersey Airports

City Sync completes work at the Trafford Centre, Manchester UK
To install a network of ANPR cameras and scan the registration numbers of every vehicle entering The Trafford Centre, thereby significantly reducing fraud, crime and offences committed against vehicles. Working in conjunction with the Greater Manchester Police the system should positively affect crime rates for the whole of the Trafford Borough.
Approach
Through systems integrators Civica, 16 ANPR cameras were installed in strategic locations across the Trafford Centre site, to identify vehicles stolen or wanted for a variety of crimes. All number plates are captured, read and, within seconds, checked against local and national police records, including the PNC – Police National Computer. The response to a captured plate is measured against the nature of the crime involved. The vehicle and its occupants are monitored directly by the centre’s security, working in conjunction with the Greater Manchester Police, so that all movements are recorded until officers arrive.
Results
The Trafford Centre was one of the first shopping centres in the UK to successfully introduce ANPR and the Greater Manchester Police have praised the shopping city as one of the safest in the UK. Over 100 arrests have been made with numerous successful prosecutions.
Crime rates associated with motor vehicles have now fallen by 67% when compared to the same time period between January and April 2003. Other figures show that incidents of fraud have fallen by 20%, the detection rate of offences have increased by 246% and over £31,000 worth of stolen vehicles have been recovered. Within the vicinity of the shopping centre positive effects have also been felt. The Trafford Borough’s crime figures have been reduced and Trafford has achieved the highest reduction in crime since April 2003 compared to any other area across Greater Manchester. Examples of successful prosecutions include:
- A person wanted by the serious crime squad in West Yorkshire visited the Trafford Centre driving a £50,000 stolen BMW and in possession of multiple driving licenses and credit cards in different names. Currently awaiting Crown Court Sentence.
- An individual wanted for a car crime was detected as he entered the site in an outstanding stolen vehicle. He received a five month custodial sentence and a driving ban.
- A recently disqualified driver visited the site and received 180 days in a youth offender institute. (Information from Trafford Centre Website)

The contract worth over £5m to PIPS is for proven Spike+ cameras, already in use worldwide for applications such as road user charging and enforcement.
