WASHINGTON, DC (WUSA) Powerful computer software linked to security cameras are the latest technological weapon being deployed to defend the homeland.
9 News Now has learned that key transportation installations throughout the Washington DC area are employing video analytics, a type of software that is able to detect threats caught on security cameras.
The software may have been installed in Ronald Reagan National Airport, the Washington Navy Yard and Bolling Air Force Base.
The company that allegedly installed this software, Agent Vi, refused to confirm that it had installed this system in the above mentioned installations, and so did Ronald Reagan National Airport. Both cited security concerns.
Other companies that design and install the software underscore that it allows artificial brains to monitor the video for suspicious activities which triggers an alarm so human security officials can respond appropriately.
The software is normally deployed in military bases, airports, seaports, rail and metro stations and other large sprawling installations. Experts say the software is only as good as the computer and cameras its linked to and that this software should be used in conjunction with trained security personnel and not to replace them.

Smart CCTV announces Megapixel IP CCTV installation at Queen Mary, University of London
Smart CCTV Ltd, a specialist in video analytics, today announced the installation of a network of Megapixel IP behaviour-recognition smart cameras at Queen Mary, University of London, one of London and the UK’s leading research-focused higher education institutions. The installation will enable the research team to gather real world data and build models and algorithms for software application development relating to BEWARE (Behaviour based Enhancement of Wide-Area Situational Awareness). The project has important implications for security in the UK.
Dr Tony Xiang of Queen Mary’s University explained the challenges that the University needed to meet in specifying the technology to achieve the project. “The problem we want to address is behaviour analysis using multiple cameras. We need to develop a model for detection and tagging of people across cameras, enabling an automated video analytics system to track the same person between views from camera 1 to camera 2, for example.”
A further objective is to automate PTZ cameras through software instructions linked with the tagging and behaviour profiling. Dr Xiang says: “Camera actions would be determined by the behaviour profiling. If the smart camera detects suspicious behaviour, it will automatically focus on the tagged person.”
Smart CCTV recommended a network of IQeye Megapixel IP behaviour-recognition smart cameras offering high-definition MJPEG video quality images. Milestone Systems’ XProtect IP video management system was specified as the recording platform to satisfy the project’s initial aims of watching people, clarifying data and for testing models.
Following training of the research assistants at Smart CCTV’s premises in Havant, the system is working efficiently and the team are using the cameras extensively to capture data.
Dr Tony Xiang said: “We have an obligation to get best value for money and, as a Government Agency, we asked different companies for competitive proposals. Smart CCTV was the only company that provided the specialist technology that we needed to complete the project, on time and within budget. We particularly needed an IP-based solution that could be easily integrated with our existing building, cabling and network infrastructure.”

Smart CCTV strengthens portfolio with Intellio video analytics
Smart CCTV has become a UK distributor for the Intellio ILC-210 series of smart cameras for video analytics applications. Smart CCTV joins a growing list of international distributors of the Intellio range of products.
Nick Hewitson, managing director of Smart CCTV explained the reason for expanding the product range: 'We decided to use Intellio for a particular traffic related contract. No other camera on the market was able to classify vehicles, count them and work out their speed, all within the smart camera itself. Intellio is complementary to our other products, as we can offer a range of solutions with different processing power from PC-based to fast, IP-enabled smart cameras.'
The ILC-210 smart cameras are suitable for a range of behaviour recognition applications in security, retail and traffic management.

ioimage Chosen to Protect Shi Jia Zhuang High School in China

UK BMW Car Dealership Successfully Deploys ioimage Video Analytics

Cernium Announces Advanced Analytics for Digital Signal Processors
Cernium Corporation, the leading developer of real-time video behavior recognition software, announced today the availability of its intelligent video application for digital signal processors (DSPs). This solution will allow Cernium’s P-Core™ video analytics engine to be embedded in a wide variety of network “edge” devices, from intelligent DVRs to smart cameras.
Cernium’s new offering surpasses the capabilities of current DSP-based products by enabling analytics for a complete suite of behaviors simultaneously on multiple video inputs. Two channels of analytics are supported, concurrent with MPEG-4 compression at D1 resolution on a single DSP core. Each channel can be configured to simultaneously report multiple behaviors. Available behaviors include various person and vehicle activities, left-object detection, intelligent motion detection with clutter removal and wrong-way movement.

British Airports to get 'virtual tripwire' CCTV
Sophisticated closed circuit television camera systems is set to be introduced at a number of British airports, it emerged last night.
Negotiations are understood to have started for installation of technology known as Video Analytics - the use of computers to monitor CCTV images.
The Daily Telegraph has learned that a number of airports - both major and smaller regional ones - have been in talks with companies involved in developing the systems.
Manufacturers claim that these systems could either have headed off the attack on Glasgow airport or made it possible to react almost instantly.
While normal CCTV relies on human beings to monitor and deal with potential attacks, Video Analytics can do this automatically.
Already in place at Schiphol airport in Amsterdam, it relies on a "virtual tripwire" to trigger the reaction of the emergency services. In this case it would be an unauthorized vehicle appearing on a runway.
The systems are also capable of spotting an unattended bag in a terminal or in some cases people acting suspiciously - for example, by running against the general flow of passengers.
A computer can be trained to watch out for certain events picked up by digital CCTV cameras. An isolated bag which does not move for a pre-set period of time would be highlighted on the screen.
Although a number of companies are involved in developing the systems, the basic principle underlying the technology is the same.
Luton Airport already has a digital closed circuit television system installed, which would make it easier to bolt on the smart software necessary to make a Video Analytics system work.
The rail industry is also set to test the technology at Clapham Junction, one of the busiest intersections in Britain.
In another development, talks have started which could see the current airport forecourt restrictions being eased. Much will depend on assurances that all the plotters involved in the latest planned terrorist outrages have been identified.
But other security measures will have to be put in place before what is known in the industry as "kiss and fly" is allowed to take place.
These include placing barriers - such as bollards - in front of terminals to make it physically impossible to drive a car bomb into the building.
BAA, which runs seven of the country's main airports, is also reconfiguring its forecourts to widen the distance between any drop off point and the terminal.
Meanwhile a report claimed that passengers are still getting confused by the security arrangements which were introduced last August.
The biggest difficulties are being caused by the rules restricting the amount of liquids and gels which can be taken on board, the consumer magazine, Which, said. As a result vast amounts are being confiscated at airports across the country, with passengers still trying to take containers larger than the 100 ml limit onto aircraft.
At Birmingham just under a tonne of liquids are seized at security checkpoints every day - enough to fill 18 baths. At Manchester twice as much is being confiscated.

Clapham Junction Station to get terrorist-tracking CCTV
An intelligent CCTV system is being installed at one of the country’s busiest stations to protect the network from terrorists and vandals.
More than a year after trials were announced by Alistair Darling, the former Transport Secretary, the Daily Telegraph has learned that the sophisticated technology will be located at Clapham Junction Station.
The system has been developed by Agent Vi, a company which is responsible for the installation of 20 stations in Israel.
It is based on technology known as “Video Analytics”, which uses computers to spot unusual behaviour picked up by CCTV cameras.
While Britain has one of the most extensive networks of “spy” cameras in the world, very few are linked to any computers capable of processing the information.
But according to Gadi Talmon, Agent Vi’s founder, around 20 per cent of the UK’s CCTV systems could be linked to computers within about three years.
At Clapham Junction, the system is designed to spot intruders and unusual behaviour.
It is also being set up to detect graffiti within seconds of trains being vandalized.
This is done by recognizing how a train should look and then reacting when its appearance changes.
The defaced carriage is then highlighted on a screen. Then it would also be possible to identify the culprit, track his – or her – progress away from the scene, before alerting the police.
It is understood further systems are being considered by Transport for London and one is set to be installed at Paddington Station.
The number of CCTV cameras on the London Underground is set to reach 12,000 by 2010.
But until now there has been some skepticism over the effectiveness of a smart computer-driven network, especially when they are crowded.
However the industry, which is gathering at a conference in London this week, believes that interest will grow as the technology becomes more sophisticated.
One advantage is that computers’ attention never wanes, while tests have shown that a human being become 50 per cent less effective in monitoring a bank of cameras within about 20 minutes.
Advocates of smart CCTV argue that it provides cost effective protection for a network which cannot be sealed off in the same way as airports, where it is possible to screen every passenger.
Other mass transit systems, including those in New York and Rome, have already started installing their own versions of smart CCTV systems.
In New York, the system is designed to make it possible to send the emergency services to an incident within seconds.
The Rome technology is designed to react to unusual behaviour, such as somebody leaving a bag unattended or an individual moving against the general crowd flow.
But while the smart CCTV systems can detect somebody leaving a bag when a station is quiet, it is far more difficult to do the same at the height of the rush hour.

Smartvue® Signs Agreement with Securitas USA to Offer, IP Video Surveillance and Video Analytics Solutions
NASHVILLE, TENNESSEE USA - Smartvue Corporation signed an agreement with Securitas Security Services USA, Inc. (“Securitas USA”) to offer Smartvue video solutions to its customers nationwide. Securitas USA will offer Smartvue IP video edge devices as plug and play surveillance solutions. Integrated video analytics will also provide customers with visual business intelligence using point and click people tracking technologies.
